Improvement and implementation plan of Voluntary reduction mechanism and Environmental assessment incremental emission offset program.

This project contains a total of 3 work tasks, and the outcome of each task is summarized as follows. Work task 1: Analyzing the development of laws for the greenhouse gas voluntary reduction project system and planning for the improvement of the practice. 1.Summarize the current status of Clean Development Mechanism (CDM), Paris Agreement (Art 6.4 mechanism), Verified Carbon Standard (VCS), Gold Standard (GS). Collect information on CCPs and VCMI initiatives proposed by IC-VCM. 2.Collect the latest progress of the international voluntary carbon market and provide international information on a regular basis; also introduce the voluntary reduction carbon credit mechanism of China, Japan, and the Province of Alberta, Canada. 3.Propose a draft on amendment of “Taiwan GHG Voluntary reduction project mechanism Management Regulations” and a draft of “GHG Reduction Credit Trading, Auction and Transfer Management Regulations”. Introduce the voluntary reduction credit regulations of China, Japan and Australia. 4.Assisted in the examination of account opening or credit retirement, and has completed 8 credit retirement usage audits; and continued to compile carbon credit account statistical reports. Work task 2: Propose a draft on amendment of “GHG Development Project Emission Offset Program Regulations” and applied case review 1.Summarize the statistics of the applied cases that have passed the review. As a result, there are 24 cases with a total demand of offset credit about 1.37 million tCO2e per year. The total number of cases reviewed was 4, and the total estimated demand for offsets was about 49,000 tCO2e per year. 2.Assisted in the preparation of the draft " GHG Development Project Emission Offset Program Regulations " and officially announced on October 12, 2012. 3.Compiled the environmental impact assessment reviews and low carbon management regulations of 22 local governments in Taiwan, and there are nine development cases reviewed by the EIA of the local governments have committed to implement the incremental offsets. 4.As of December 26, 2012, a total of 10 review reports were submitted, all of which were for GHG incremental offset projects. 5.Assistant to complete 92 applied project review. 6.Create four table-based instruments for the process of cases application. In addition, assisted in the development of a summary table of GHG offsetting for local governments. 7.A four-chapter FAQ booklet has been produced. Work task 3: Maintaining and Updating the Information Platform for Greenhouse Gas Voluntary Reduction and Offsetting mechanism. (website system) 1.In response to the upgrading of the Environmental Protection Administration (EPA) to the Ministry of the Environment (MOE). Maintain the functions of the platform. 2.To cooperate with the Department of Environmental Protection in system backup, database maintenance and backup, as well as to carry out remedial work for vulnerability scanning according to your notice. 3.Organize 3 online training courses on information security.
